ஒரு கிராமத்தில் ஒரு அறிஞர் இருந்தார். அவர் ஒரு பொருளாதார மேதையா யிருந்தார். பல மன்னர்கள் தங்கள்நாட்டுப் பொருளாதாரத்தைச் சீர்படுத்த அவர் ஆலோசனையை நாடினர்.
ஒருநாள் ஊர்த்தலைவர் அவர் முன் வந்து அவரைப் பார்த்துக் கிண்டலாகச் சொன்னார்” ஐயா! அறிஞரே! நீங்கள் பெரிய அறிஞர் என்று உலகமே பாராட்டுகிறது. ஆனால் உங்கள் பையன் ஒரு அடி முட்டாளாக இருக்கிறானே! தங்கம், வெள்ளி இவற்றுள் அதிகம் மதிப்பு வாய்ந்தது எது என்று அவனைக் கேட்டால் அவன் வெள்ளி என்று சொல்கிறான். வெட்கக்கேடு!”
ஒருநாள் ஊர்த்தலைவர் அவர் முன் வந்து அவரைப் பார்த்துக் கிண்டலாகச் சொன்னார்” ஐயா! அறிஞரே! நீங்கள் பெரிய அறிஞர் என்று உலகமே பாராட்டுகிறது. ஆனால் உங்கள் பையன் ஒரு அடி முட்டாளாக இருக்கிறானே! தங்கம், வெள்ளி இவற்றுள் அதிகம் மதிப்பு வாய்ந்தது எது என்று அவனைக் கேட்டால் அவன் வெள்ளி என்று சொல்கிறான். வெட்கக்கேடு!”

அரசன் ஒருவன் சகுனங்களில் ஆழ்ந்த நம்பிக்கை உடையவன். அரண்மணை சோதிடர் இந்த நம்பிக்கை மேல் குளிர் காய்ந்து கொண்டிருந்தார். ஒரு நாள் இப்படித்தான் 'அரசே, அதிகாலை எழுந்தவுடன் இரண்டு காக்கைகளை ஒன்றாகப் பார்த்தால் நாள் சிறக்கும்' என்று நம்பிக்கை ஊட்டினார்.
மன்னன் சேவகனை அழைத்தான். காலையில் எங்காவது இரண்டு காக்கைகள் தென்பட்டால் உடனே தனக்குத் தெரிவிக்க வேண்டும் என்று கட்டளையிட்டான்.
அதன் பின் தினமும் பொழுது விடியும் முன்பே சேவகன் தெருவில் அலையத் தொடங்கி விடுவான்.
ஒரு நாள் அரண்மனக்குப் பக்கத்துத் தெருவில் இரண்டு காக்கைகள் ஒன்றாக அமர்ந்திருப்பதைக் கண்டான். "அடடா! நல்ல சகுனம், இன்று மன்னர் நமக்கு நிச்சயம் பதவி உயர்வு கொடுப்பார் என்று மகிழ்ச்சி மிகுதியுடன் மூச்சிரைக்க ஓடி வந்து மன்னரிடம் விபரம் சொன்னான்.
இதைக் கேட்டு துள்ளி எழுந்த மன்னன் சேவகனுடன் அந்த இடத்திற்கு ஓடினான். அதற்குள் ஒரு காக்காய் 'வாக்கிங்' போய் விட்டது.
மன்னனுக்கு மூக்கின் மேல் கோபம் வந்து விட்டது. தளபதியை அழைத்து 'இந்தப் பொறுப்பற்ற சேவகனுக்குப் பத்து கசையடி கொடு' என்று உத்தரவிட்டான்.
சேவகன் சிரிக்க ஆரம்பித்து விட்டான். 'இடுக்கண் வருங்கால் நகுக' என்று படித்துப் புரிந்து வைத்திருந்தவன் போலும். மன்னனுக்கு ஆத்திரம் இன்னமும் அதிகமானது. 'நீ சிரித்ததற்கு சரியான காரணம் சொல்லாவிட்டால் இன்னமும் பத்து கசையடி' என்று உறுமினான்.
சேவகன் சொன்னான். 'மகா மன்னரே. இன்று நான் மட்டும்தான் அதிகாலையில் இரட்டைக் காக்கைகளைப் பார்த்தேன். கை மேல் பலன் கிடைத்து விட்டது அல்லவா?' என்றான்.
மன்னருக்கு சுருக்கென்று ஏதோ உரைத்தது. சோதிடர் கூட 'எஸ்கேஏஏஏஏ..ப்' ஆகிவிட்டார் என்று கேள்வி!!!

Subject:- Children Education Allowance — Clarification -
The undersigned is directed to refer to Department of Personnel & Training's O.M. No.12011/03/2008-Estt.(Allowance) dated 2nd September, 2008, and subsequent clarifications issued from time to time on the subject and to state that various Ministries/Departments have been seeking clarifications on various aspects of the Children Education Allowance. The doubts raised are clarified as under:-
(i) Whether reimbursement of balance amount of fee paid during 1st and 2nd quarter could be paid in 3rd/4th quarter without the fee receipt for the 3rd/4th quarter?

No. As it is reimbursement for the whole year, original receipts for the fee paid for the 3rd/4th quarter has to be submitted to ensure that the child has not dropped out of the school in the mid-session.

(ii) Whether a Government servant is required to give a certificate that the spouse, if earning, has not claimed CEA?
|
Yes. The claimant Government servant is required to furnish an undertaking that reimbursement of CEA has not been claimed in respect of the child by any person other than the claimant.

Physically Challenged central Government employees and Disabled Central Government Employees are provided with various concessions in the form of additional Allowance, leave, reduced rate interest, out of turn allotment etc.
